Firms interested in being considered for an interview for projects on the attached pages must follow these procedures:

  • Will be given project-specific initial information, interview topics/questions, and the interview schedule.
  • Will be asked to present their credentials before an interview committee. The committee will then submit the names of three (3) qualified firms to the Dept. of Administration Director, who will appoint one firm for each project in accordance with 18-2-112 MCA.

The existing Butte and Anaconda Armories are the oldest National Guard Armories in the State of Montana.  The 66th Legislature and the Office of the Governor authorized the design and construction of the new Butte-Silver Bow National Guard Readiness Center in Butte, Montana to consolidate multiple small units as a brigade HQ into one facility.  The BSB-ARNG went through a site selection and analysis process as authorized by the Department of Defense and anticipates approval for a federal DD grant in September 2019.  At this time, the anticipated total project budget is funded with $5,000,000 of State funds and anticipated Federal Grant/DD of $17,000,000, for a total budget of $22,000,000.

The project is to construct a 70,650 SQFT National Guard Readiness Center that supports training, administrative, and logistical requirements of the MTARNG.  The facility will be built on state land and includes Readiness Center and associated out buildings.

 

Prerequisites for the design of the BSB-ARNG are experience with design and construction of National Guard Readiness Centers or similar facilities, experience with federal and state review processes, and leadership skills in leading a diverse building committee.

The architect selected for this project will be required to provide the following services:

  • The BSB-ARNG will be designed using High Performance Building Criteria and LEED silver certification as design criteria.  The design is required to integrate and optimize all high-performance building attributes including energy efficiency, durability, and life-cycle performance. 
  • Interactive, intense architectural programming including a problem statement in terms of form, function, economy, and time.
  • Conceptual Design, Schematic Design, Design Development, Construction Documents, Bidding and Construction Administration

Respondents shall submit fully detailed information to provide the state with all information necessary to confirm qualifications and to demonstrate their team’s level of experience in the required fields.  Required information includes qualifications of professional personnel to be assigned to the project; and related experience on previous projects.

Interviews are anticipated to be conducted mid-September 2019 with selection potentially by the first of October 2019.

The Architecture & Engineering Division (A&E) is soliciting for firms with correctional expertise in planning, facilities assessments, architectural, and engineering services to update the 2008 Department of Corrections’ Strategic Master Plan.

The Dept. of Corrections (MDOC) is responsible for secure, treatment, and transitional programs located in multiple facilities throughout the State.  This updating effort is anticipated to follow the process and format of the original Master Plan and be conducted in two Phases:  1) determination of capacity and needs; and 2) recommended system-wide facilities strategic plan.  The goal of Phase I is to re-assess existing conditions, project the system’s current and future needs, and provide an objective basis for defining the strategic planning options in Phase II.  The update will involve re-visiting the Master Plan’s specific guidelines for selecting projects to include facility planning and design guidelines, cost estimates, and implementation schedule.

MDOC is tasked with providing updated data for the “Needs Assessment” portion of the Plan with assistance from the selected firm.  The goal of the new need’s assessment is to: (1) summarize historic trends and variables affecting growth of the correctional
population; and (2) develop a projection methodology to estimate future bed capacity needs for the MDOC for the next fifteen to 20 years.  The selected firm will also be required to examine each existing, designated MDOC and contracted facility to provide condition assessments using a Level 3 UNIFORMAT II layout and working with on categorization of the facility needs.

The timeline for completion of this update is July 2020 and the results are intended to provide current information and assist in projections and priorities for the State’s Long-Range Building Program heading into the 67th legislative session.  Firms applying for this project should also highlight their correctional experience and any background in providing facilities condition assessments.

Qualification submissions are due through eMACS to the Architecture & Engineering Division on or before August 23, 2019 for short-listing for interviews.  Interviews are anticipated to be conducted via online service and are anticipated to be scheduled on or about the end of September.

Firms interested in being considered for an interview for projects on the attached pages must follow these procedures:

Firms selected for an interview on each project:

  • Will be given project-specific initial information, interview topics/questions, and the interview schedule.
  • Will be asked to present their credentials before an interview committee. The committee will then submit the names of three (3) qualified firms to the Dept. of Administration Director, who will appoint one firm for each project in accordance with 18-2-112 MCA.

The Fish Wildlife and Parks (FWP) Region 6 Headquarters building, located in Glasgow, is the public face of the agency in this region.  This project is to add a public meeting room with rest rooms, a public parking area sized to accommodate the meeting room and some vehicles with trailers, and a maintenance and storage building at the current site of the Montana Fish Wildlife and Parks Region Six headquarters in Glasgow Mt located at 54078 Hwy 2 W, Glasgow MT.  Additional land is in the process of being purchased to accommodate the expansion/renovation at this site.

It is anticipated that the existing headquarters will need to have some modifications in its internal functions in order to provide a properly functioning public parking, lobby and public area to sell licenses and disseminate information to the public.  The Department of Fish Wildlife and Parks would like the public meeting room and bathrooms to be able to function for after hour meetings without leaving the balance of the building unsecure. 

Site development will include paved parking area, parking for single vehicles as well as vehicles with trailers, and include the relocation of all offices and functional maintenance space in the existing Quonset building. 

It is anticipated that the existing maintenance building likely will need to be removed/demolished/deconstructed, in order to provide space for the proposed new meeting room with the ability to accommodate up to 50 participants.

The current headquarters building was designed by Schertzinger & Party, Architects, Billings, MT in 1984.  “As-Built” drawings are available.

Interviews are anticipated to be conducted the first of October 2019 with selection potentially by the end of October 2019.
