Long Range Building Program:

The Long Range Building Program (LRBP) was initiated in 1965 to provide funding for construction and maintenance of state buildings. The program was developed in order to present a single, comprehensive and prioritized plan to allocate state resources for the purpose of capital construction and maintenance of state owned buildings.

State agencies request funding for construction (new, renovation, rehabilitation, major maintenance, etc.) through the LRBP. The requests are entered into the SABHRS/MBARS Capital Projects Module initially by the agencies with an agency priority for proposed projects. The A&E Division reviews all agency requests and establishes a statewide priority for the proposed projects. This A&E Division priority listing of LRBP proposed projects are then recommended to the Governor for inclusion in the Governor's Budget for the next Biennium. Agencies are required by state law to submit their final project requests by July 1st on even numbered years for funding in the next Bienium.

The building program portion of the Governor's Budget is then presented to the Legislature for approval in House Bill #5 (typically) for the cash portion and, if there are projects to be funded by bonds, through a separate "bonding" bill.
