  • Submissions received after the deadline may result in rejection.

Firms selected for an interview on each project:

  • Will be given project-specific initial information, interview topics/questions, and the interview schedule.
  • Will be asked to present their credentials before an interview committee. The committee will then submit the names of three (3) qualified firms to the Dept. of Administration Director, who will appoint one firm for each project in accordance with 18-2-112 MCA. 

The University of Montana is soliciting for firms with higher education experience to undertake the planning for a multi-phase renovation of Rankin Hall, anticipated at approximately $6 million.  The funding is currently $500k for the Planning Phase and implementation of an initial phase of the Master Plan.

With the exception of general repairs minor remodeling and maintenance, Rankin Hall has not been extensively renovated since originally built. This multi-phased project will make the adaptive renovations necessary to provide for modern teaching and research, upgrade interior finishes, and provide data connections throughout the building.  In addition, this complete renovation masterplan will bring the building into compliance with the ADA, address the deferred maintenance projects including such items as fire alarms, fire sprinklers, fire doors and separation assemblies, structural degradation, hardware upgrades, guard rails, emergency lighting, egress lighting, ventilation systems, and all code/life safety deficiencies noted by our Facilities Condition Inventory.

Jeannette Rankin Hall has been identified to serve as the future home of the S.E.A. Change initiative and other programming. UM launched its broader S.E.A. Change Initiative – which stands for “Safe. Empowered. Accelerated.” – in spring 2019 to amplify its efforts to foster a safe environment for women that uniquely empowers all women to reach their full potential and accelerate them into careers of impact.

The initial renovation for this program will include but is not limited to improving accessibility, adding new technology and upgraded classrooms.

The timeline for completion of this plan is June 2020. Firms applying for this project should also highlight their academic facilities and historic preservation experience. 
Interviews are anticipated to be conducted on campus and are anticipated to be scheduled around the end of January. A pre-interview walk-thru of the facility will be provided for the firms selected for an interview.

The University of Montana is soliciting for firms with higher education experience to undertake a new student-based campus master plan.  Firms shall demonstrate in-house experience with higher education master planning or partner with a firm that specializes in higher education master planning.
A Master Plan responds to the physical implications of the campus strategic plan and future drivers of growth and with a coordinated, comprehensive vision for physical development. Proposed new construction, renovation, and demolition is aligned with improvements to campus systems and phased to inform implementation over the Master Plan’s 10-year horizon.

This master planning effort will help inform and guide the University of Montana towards the goal of improving the student life experience at the University.  The master plan will guide and prioritize future capital investments into the University’s residential life, dining, recreational facilities and academic related projects that affect student recruitment and retention. The plan will also accommodate classroom renovations for active learning, address shortages in classrooms of specific sizes, shift the ratio of closed to open offices, and modernize student support to make the student the center of our focus.

The Master Plan addresses the quality of existing spaces in three ways: proposed major renovation, deferred maintenance repairs, and demolition. The plan proposes major renovation to facilities and spaces, infusing fresh energy into buildings where major programmatic changes are proposed. These renovations are opportunities to modernize facilities to accommodate today’s teaching, research, and workplace needs. The plan also recognizes the substantial need to address deferred maintenance and ensure buildings stay in good condition. The University will execute those projects as funding becomes available, and the Master Plan does not itemize deferred maintenance specifically.

This request is intended for master planning only.  If approved by the Board of Regents, the University intends to fund a first phase of construction project(s) to implement the student life master plan.  The consultant will be expected to assist the university in developing the overall project budgets including construction costs, construction contingency, owner’s contingency, furnishings, commissioning, design fees, internal fees, city permit fees and all ancillary costs including but not limited to document reproduction, geotechnical investigations, site surveys, testing, supervisor costs, etc.  

While it is anticipated the appointed consultant will provide services for the entire project(s) through construction and project close-out, the campus will reserve the right to re-solicit for professional consultant services after the master planning phase.
